If you run marketing in the UAE, the WhatsApp Business API costs you money in three separate places: Meta’s per-message fee, your provider’s platform fee, and the one-off work to get the integration running. Most published “WhatsApp pricing” articles still quote the old per-conversation model, which Meta retired on 1 July 2025. The current model bills you per delivered message, by category, in the currency of your messaging account, and since 1 April 2026, AED is a first-class billing currency alongside USD, EUR, GBP, INR and SAR.

Here is the short version: for recipients in the UAE (country calling code +971), Published references for Meta’s rate card effective 1 October 2026 lists AED 0.2115 per delivered marketing message, and AED 0.0576 each for utility, authentication and service messages. Those are corroborated published references; the AED workbook cells were not independently audited for this guide. Everything above that line (provider fees, number rental, seats, integration) is separate, and varies by vendor.

One more thing that changes budgets this quarter: Meta began charging for service messages and for utility templates sent inside an open customer service window on 1 October 2026. Businesses that modelled their costs on two years of free service replies need to re-run the numbers.

AED figures are published planning references effective 1 October 2026, not an independent cell-level audit. Confirm the applicable workbook linked from Meta pricing documentation before budgeting.

How does Meta actually charge for WhatsApp messages now?

Meta does not charge you per conversation any more. Since 1 July 2025, Meta has charged on a per-message basis, and a business is only charged when a message is delivered, not when it is sent, and never for inbound messages from users to your business.

Two factors determine the price of any single message: its category and the country calling code of the recipient’s phone number. That second factor is the one UAE teams misread most often. If a Dubai business broadcasts to a customer in Riyadh, Meta charges the Saudi Arabia rate, not the UAE rate. Your billing currency is your messaging account’s currency; your charge rate is the recipient’s market.

Marketing, utility and authentication are template categories. Service is non-template messaging; Meta Business Agent uses a separate token-based billing mechanism:

CategoryMessage typeWhen you can send itWho powers itMeta charge mechanism
MarketingTemplateAnytimeYour campaign triggers itPer delivered message
UtilityTemplateAnytimeYour system triggers itPer delivered message
AuthenticationTemplateAnytimeYour system triggers itPer delivered message
ServiceNon-templateOnly inside an open 24-hour customer service windowA person or a third-party AIPer delivered message
Meta Business AgentNon-templateOnly inside an open 24-hour customer service windowMeta’s own agent platformPer token

Volume tiers (the discount bands that reduce your rate as you send more) apply only to utility and authentication messages. Marketing messages have no volume tier. Meta aggregates your volume at the business portfolio level across every WhatsApp Business account you own, and only charged messages count toward a tier.

What are Meta’s official WhatsApp rates for the UAE?

These are corroborated published AED planning references effective 1 October 2026 for UAE recipients, not an independently audited extraction of the workbook. Confirm the actual account rate card.

Service0.0576Per delivered messageUAE market (+971), from 1 Oct 2026No
Meta Business AgentUSD 2.00 per 1 million tokens (global)Per token, not per marketWorldwideNo

Verify current pricing before budgeting. Meta’s rate card changes on a published calendar (the first day of January, April, July or October) and UAE marketing rates have been revised on at least 1 October 2024 and again on 1 October 2026, each time upward.

Meta’s rate card carries 47 markets as of 1 October 2026: 39 named countries plus 8 regional groupings such as “Rest of Latin America”. UAE, Saudi Arabia, Qatar, Kuwait, Oman, Bahrain, Egypt and Jordan are named individually, so you get a real rate rather than a regional fallback.

How do GCC markets compare?

Same date, same source, same AED currency: this is what a UAE broadcast to neighbouring GCC customers actually costs:

MarketCalling codeMarketing (AED)Utility (AED)
United Arab Emirates+9710.21150.0576
Saudi Arabia+9660.21150.0393
Qatar+9740.12520.0440

Egypt+200.23640.0132
India+910.04330.0051
United Kingdom+440.23300.0808

A GCC-wide campaign is not one rate. If your audience is evenly split across the UAE, Saudi Arabia and Qatar, your blended marketing cost is approximately AED 0.183 per message, not the UAE rate. Budget the mix, not the headline.

What do UAE volume tiers look like?

Volume tiers apply to utility and authentication messages only. Meta’s official AED volume-tier table for the UAE, effective 1 October 2026:

Monthly volume (messages)Utility rate (AED)Discount vs list
0 – 100,0000.0576List rate
100,001 – 1,000,0000.0547−5%
1,000,001 – 4,500,0000.0518−10%
4,500,001 – 40,000,0000.0490−15%
40,000,001 – 80,000,0000.0461−20%
80,000,001 and above0.0432−25%

Authentication tiers use different band edges but the same ladder of discounts: 0–300,000 at list (0.0576); 300,001–2,000,000 at 0.0547; 2,000,001–10,000,000 at 0.0518; 10,000,001–20,000,000 at 0.0490; 20,000,001–40,000,000 at 0.0461; above 40,000,000 at 0.0432.

The practical ceiling: the deepest utility tier discount is 25%, and it takes 80 million utility messages a month to reach it. Treat tiers as a planning tool, not a lever. Moving 5,000 messages from marketing to a correctly categorised utility template saves AED 0.1539 per message, or AED 769.50 across 5,000 qualifying messages: far more than any tier.

When does Meta not charge you at all?

Entry-point exemptions require an actual message through a qualifying entry point and a timely business reply. An ad click alone is insufficient. Confirm the current response deadline, free-window duration and AI exclusions separately from the ordinary 24-hour service window; account concessions may differ from general product-page wording.

There are three genuine free allowances. Understanding them is the single biggest cost lever available to you.

1. Inbound messages. Messages from a WhatsApp user to your business are never charged.

2. The free entry point window (FEP). If a user messages you in response to a Click-to-WhatsApp ad from an Android or iOS app, and you reply within the customer service window, your reply opens a free entry point window that can stay open for up to 7 days. While it is open, Meta does not charge for marketing, utility, authentication or service messages. Meta Business Agent messages remain charged inside the FEP window. This window is tracked per business-and-user pair, not per messaging account, so any of your accounts sharing that number can send free messages while it is open.

3. 1,000 free service messages per phone number per month. From 1 October 2026, each business phone number gets 1,000 free delivered service messages per month. Meta charges from the 1,001st. Unused allowance does not roll over, and the counter resets at 12am by messaging account timezone. With no payment method on your Messaging account, Meta will deliver service messages inside the free tier and will simply stop delivering after it is used up.

Two more things Meta no longer waives: utility templates sent inside an open customer service window are charged from 1 October 2026 (they were free from 1 July 2025), and all service messages are charged per message from 1 October 2026 (free since 1 November 2024). If your finance model still assumes customer service is free, it is out of date by about a week.

What does a provider add on top of Meta’s rates?

A Business Solution Provider (BSP) sits between you and Meta. It supplies a hosted inbox, campaign tooling, automation, CRM integrations and support, and adds its own charge, either a per-message markup or a subscription per number or per contact. The rates below are vendor-published, retrieved 12 October 2026 from each provider’s own pricing page. Verify with the vendor before signing.

Provider pricing depends on region, billing term, account and contract. Request a complete quote where a public page does not establish the required plan or add-on price.

How to choose between markup and subscription

The choice is driven by message shape, not by headline price.

Per-message markup (Twilio, Bird) can suit low or unpredictable volume; fixed subscriptions may be cheaper at sustained high volume (order notifications, OTP delivery, large transactional sends) because you pay nothing when volume drops. At Twilio’s published USD 0.005 per message, a UAE business sending 20,000 marketing templates a month adds USD 100/month on top of Meta’s AED 4,230, and that USD figure will need conversion to AED before it enters a UAE budget.

Per-number subscription (360dialog) suits a small number of business numbers with steady traffic. The 360dialog Premium tier at EUR 99 per number per month is a fixed cost regardless of volume, so the crossover against a per-message model sits somewhere in the low tens of thousands of messages per month per number.

Per-active-contact subscription (respond.io) suits team-inbox operations where cost tracks people you talk to, not messages you send. This is the model to watch if your agents handle long, message-heavy conversations: a 20-message service conversation can count as one Monthly Active Contact under that provider metric, not one Meta-billable message; Zoko uses its own subscription/conversation structure.

Calculate the crossover before you commit: multiply your verified message volume by the vendor’s per-message rate and compare it to the annualised subscription. If the two land within 20% of each other, decide on support and tooling instead.

What do the three cost scenarios actually look like?

These figures are Meta messaging subtotals, not total WhatsApp operating costs. For another illustrative one-number model: 5,000 marketing, 2,000 utility and 3,000 service deliveries produce AED 1,287.90 after the 1,000-service allowance. An assumed AED 200 provider fee gives AED 1,487.90 before tax, setup, authentication and AI.

The build-ups below use published AED planning rates effective 1 October 2026. Volume, category mix and provider fees are illustrative assumptions, not measured benchmarks. Substitute your own numbers; the arithmetic holds.

Cost build-up formula (illustrative):

Monthly cost =
(billable marketing messages × AED 0.2115)
+ (billable utility messages × utility tier rate for that volume)
+ (billable authentication messages × authentication tier rate)
+ (service messages above the 1,000/number free tier × AED 0.0576)
  + (Meta Business Agent input + output tokens ÷ 1,000,000 × USD 2.00)
+ BSP subscription (per number or per contact)
  + additional seat fees
  + number rental
+ one-off integration and template build

Note that the Meta Business Agent line is denominated in USD and is not converted here. Meta also notes that businesses running a third-party AI typically incur a separate charge from the AI provider on top of message delivery, so AI cost is at least two line items.

Scenario 1: Small business, mostly service replies

Assumptions: one UAE number, 6,000 inbound customer messages a month, 2,400 business replies, one genuine promotional reminder to each of 800 opted-in customers, plus 600 delivered utility order confirmations.

LineCalculationMonthly cost
Inbound user messagesNot charged by MetaAED 0.00
Service replies(2,400 − 1,000 free) × AED 0.0576AED 80.64
Utility order confirmations600 sent outside the service window × AED 0.0576AED 34.56
Marketing template800 × AED 0.2115AED 169.20
Meta subtotalAED 284.40
ProviderSubscription, per published ratesProvider-dependent

This is the scenario that changed most on 1 October 2026. A year ago the AED 80.64 line was zero.

Scenario 2: Mid-size business running marketing broadcasts

Assumptions: 25,000 delivered marketing templates, illustratively five each to 5,000 opted-in recipients, 5,000 utility templates, 4,000 service replies.

LineCalculationMonthly cost
Marketing25,000 × AED 0.2115AED 5,287.50
Utility5,000 × AED 0.0576 (below the 100,000 tier edge)AED 288.00
Service replies(4,000 − 1,000 free) × AED 0.0576AED 172.80
Meta subtotalAED 5,748.30
ProviderSubscription plus seatsProvider-dependent

Marketing dominates. It is roughly 92% of the Meta bill and it is the only category with no volume tier. The lever here is list quality and template categorisation, not tier hunting.

Scenario 3: Enterprise, high volume, UAE recipients

Assumptions: 500,000 marketing templates and 2,000,000 utility templates a month, all UAE recipients.

LineCalculationMonthly cost
Marketing500,000 × AED 0.2115 (no tiers available)AED 105,750.00
Utility: tier 1100,000 × AED 0.0576AED 5,760.00
Utility: tier 2900,000 × AED 0.0547AED 49,230.00
Utility: tier 31,000,000 × AED 0.0518AED 51,800.00
Meta subtotalAED 212,540.00

Tiering trims the utility line by AED 8,410, about 3.96% of the modeled Meta subtotal. It is real, but it is not where a high-volume enterprise should spend its attention. At this scale the questions are deliverability, throughput, template approval throughput and portfolio-level messaging limits.

What are the costs people forget?

Include applicable taxes, software, seats, AI, support, integration maintenance and number ownership/migration obligations. The UAE standard VAT rate is 5%, but direct, reseller and cross-border invoice treatment should be checked individually; do not automatically add 5% to every cost.

Number provisioning. Most BSPs host your existing number. Meta charges no fee to register a number, but providers may bill for hosting and some resell numbers. Bird’s published rate card lists USD 0.50 per US local number per month for its number product; whether a UAE number carries a similar rental is quote-only and must be confirmed.

Check channel-specific add-ons. A dedicated-IP product sold for another channel is not evidence that purchasing one improves WhatsApp delivery.

Integration and developer time. Custom integration can add meaningful one-off costs; it is not necessarily the largest cost for every launch. Connecting Cloud API to your CRM, wiring webhooks, handling template approval states, building a suppression list: none of this appears on Meta’s rate card.

Template design and approval. Meta publishes categories and quality-rating rules; it does not sell you a template that passes review. Budget for writing, Arabic localisation and rework after rejections.

Opt-in list hygiene. Meta’s Business Messaging Policy is explicit: you may only contact people on WhatsApp if they have given you their phone number or username and you have received opt-in permission confirming they wish to receive subsequent messages. Meta’s guidance further advises opt-in covering the categories you will actually send, clear opt-in and opt-out flows, and separate opt-in per category. The UAE’s Personal Data Protection Law applies alongside this; clean consent records are a compliance cost, not just hygiene.

Messaging limits as a growth tax. New business portfolios start at 250 unique recipients per 24-hour moving period, measured outside customer service windows and calculated at portfolio level. You can reach 2,000 by completing a scaling path, after which automatic scaling can take you to 10,000, 100,000 and unlimited if you send at least half your current limit and maintain quality.

How do you budget a WhatsApp launch in eight steps?

  1. Pull your recipient geography. Group your list by country calling code. Meta charges per market: a UAE list and a GCC list are two different budgets.
  2. Classify messages accurately. A genuine utility notification billed as marketing can cost more. Promotional content submitted as utility may be reclassified or rejected; do not change labels merely to reduce costs.
  3. Count delivered messages. At 60% delivery, 1,000 marketing attempts yield 600 billed deliveries. At AED 0.2115, Meta charges AED 126.90, or AED 0.1269 per attempt. Provider attempt fees may apply separately.
  4. Subtract the free allowances. Free entry point window traffic and the first 1,000 service messages per number per month are not billed.
  5. Look up the current rate on Meta’s live rate card for each market–category pair, in the currency your messaging account bills in. Do not work from a cached figure, including this article’s.
  6. Add the provider layer. Choose markup or subscription by message shape, then add seats, number rental and any add-ons.
  7. Add the one-offs. Integration, template build and copy, Arabic localisation, compliance sign-off on your opt-in flows.
  8. Model a quarterly revision. Meta only changes pricing on the first day of a quarter, and gives at least one month’s notice of a rate card update, but six months’ notice for a pricing model change. Put the revision in your calendar now.

What changed in 2025 and 2026?

  • 1 July 2025: Meta moved from per-conversation to per-message pricing. Conversation-based pricing is now marked deprecated. If a blog quotes you a “per conversation” price, it is out of date.
  • 1 July 2025: Utility templates inside an open customer service window became free.
  • 1 November 2024: Service messages became free for all businesses.
  • 1 April 2026: AED joined ARS, BRL, CLP, COP, MXN, MYR, PEN and SGD as a Meta billing currency. UAE businesses can now be billed in dirhams.
  • 1 July 2026: Meta Business Agent introduced a separate agent product and billing mechanism, not another template category, replacing the generic “service” bucket for agent-powered non-template messages.
  • 1 August 2026: Meta Business Agent messages became chargeable, on a single global rate of USD 2.00 per 1 million tokens. Meta states one message typically consumes 20,000–25,000 tokens, roughly USD 0.04–0.05.
  • 1 October 2026: Meta began charging per message for all service messages (after the 1,000-per-number free tier) and for utility templates sent inside an open customer service window. UAE marketing rates also rose, and the rate card reached 47 markets.

What are the most common pricing mistakes?

Assuming all App features are free. Basic App access is free, but paid subscriptions and eligible business broadcasts exist. Built-in automation is distinct from programmable Cloud API integration.

Forgetting that the 24-hour customer service window controls what you can send. Outside an open window you may only send approved templates. Inside one, you can send non-template messages, and as of 1 October 2026 those carry a charge after your free tier.

Budgeting as though service replies are free. They were, for over a year. They are not any more.

Ignoring opt-in compliance cost. Building a defensible consent trail under Meta’s Business Messaging Policy and the UAE’s Personal Data Protection Law is real work. Skipping it risks enforcement costing more than the messaging ever did.

Choosing a provider on headline rate alone. The published per-message rate is the smallest part of a BSP’s cost once you add seats, hosting, add-ons and the internal cost of managing the tool.

Ignoring template rejections in the launch timeline. A week-one campaign depending on an unapproved template will slip, and approval and category review timelines vary.

Recommendations, with conditions

Start on the Cloud API directly if you have developers and volume under roughly 10,000 messages a month. You pay Meta’s rate and nothing else. The trade-off is that you build the inbox, campaigns and reporting yourself.

Choose a subscription BSP if you have no WhatsApp engineering capacity. The fixed cost buys a team inbox, automation and support on day one. Pick on operational fit, then check the per-message economics.

Choose a per-message provider if your volume is spiky or transactional. OTP, order updates and appointment reminders do not need a monthly subscription.

Do not chase volume tiers until your categorisation is clean. The maximum discount is 25% on two categories. Getting a genuine order confirmation billed as utility instead of marketing saves more per message than any tier, at any volume.

Budget for the 1 October 2026 service-message change immediately. If you run more than 1,000 business replies a month per number, that is now a recurring line item.

Frequently asked questions

How much does the WhatsApp Business API cost in the UAE? Meta charges per delivered message, by category and recipient market. For UAE recipients (+971), the official AED list rates effective 1 October 2026 are AED 0.2115 for a marketing message, and AED 0.0576 each for utility, authentication and service messages. A provider may add a platform fee on top. Verify against Meta’s current rate card before budgeting.

Is the WhatsApp Business API free? The messaging itself is not free, but there are three genuine free allowances: messages from users to your business are never charged; marketing, utility, authentication and service messages sent inside a free entry point window (up to 7 days, opened by responding to a Click-to-WhatsApp ad clicker) are not charged; and each business phone number gets 1,000 free service messages per month.

What is a marketing conversation charge now? “Marketing conversation” pricing no longer exists. Meta retired it on 1 July 2025. Marketing is now charged per delivered message, and in the UAE that is AED 0.2115 as of 1 October 2026, with no volume tier available.

Is the WhatsApp Business App cheaper than the API? Basic App access is free, with built-in automation and eligible paid options. Cloud API supports programmable integrations; compare total workflow costs rather than free versus paid alone.

What does a BSP add on top of Meta’s fees? A BSP adds either a per-message markup or a subscription. Twilio publishes USD 0.005 per message plus Meta’s template fee. 360dialog publishes EUR 49–500 per number per month plus Meta fees. respond.io publishes USD 79–279 per month on a Monthly Active Contact model. All retrieved 12 October 2026 and all vendor-published.

Are there setup fees for the WhatsApp API? Meta charges no registration or setup fee for the API itself. Setup cost comes from integration work, developer time, template design and Arabic localisation, plus any onboarding fee your provider quotes. Those are quote-only and not published by Meta.

Do I need a new phone number to use the API? No. You can register an existing number, including one currently used on the WhatsApp Business App, subject to eligibility and provider support. Some providers require a new number for automation features or coexist setup. Confirm with your provider before migrating a live number.

How do I control WhatsApp API costs? Route traffic through free entry point windows where you legitimately can, stay inside the 1,000 free service messages per number per month, categorise templates correctly so genuine utility traffic is not billed as marketing, split campaigns by recipient market so you apply the right rate, and revisit your provider’s markup versus subscription model each quarter.

What happens if my quality rating drops? Your messaging limit can be reduced and, at the lowest quality rating, your ability to send template messages to users who have not messaged you can be suspended. Quality rating is driven by user feedback (blocks, reports and low ratings from users) so the financial risk is directly tied to list hygiene and opt-in discipline.

Does Meta charge for replies to customer messages? Meta charges for business-to-user messages only. Inbound messages from users are free. But since 1 October 2026, a non-template service reply is charged per message once a phone number passes its 1,000 free service messages for the month, and utility templates sent inside an open customer service window are charged too.

Can I budget in AED? Yes. Meta introduced AED as a billing currency on 1 April 2026 and publishes a complete AED rate card alongside USD, EUR, GBP, INR, SAR and others. UAE businesses can hold the whole budget in dirhams rather than converting a dollar figure each quarter.

In short

Meta’s per-message model is finally legible, and for UAE businesses the headline numbers are small: AED 0.2115 for marketing, AED 0.0576 for utility, authentication and service. The planning problems are elsewhere: the 1 October 2026 service-message charge, provider fee structure, recipient-market mix, and the fixed cost of getting a compliant integration live. Get the categorisation right, use the free allowances deliberately, model by market, and re-check Meta’s rate card every quarter. If you want a second opinion on whether your message mix is priced correctly before you commit budget, talk to the team at LoudScale.
